I do remember that some Bösendorfers from around that time had issues. On some, the actions were quite sluggish and needed to be recentered. It was, I believe, a problem at Renner. Replacing the parts is sometimes the preferred way to go. I thought I read somewhere that between 1999 and today, probably around 2010, Bösendorfer changed the specification of the action and so there will be a difference between what you had and what you've got.
If the action fits there's no reason why it can't be made to feel good but whether it can be made to feel as it was, or like a Baldwin I've no idea. The other issue is that since you've got new hammers, you'll have a different tone. New hammers always produce a different tone even if they're exactly the same model of hammer, and that could be affecting how you are perceiving the touch.
Is it possible to contact Yamaha and ask them if they can help? I know the technicians at Yamaha artist services work on Bösendorfers, but they are Japanese technicians not Austrian ones. I don't know how much difference that makes but I presume they're fully trained in the Bösendorfer way.
Is there a noticeable difference in the tone?
