I've made the secondary tags less prominent now. We don't forbid occasional friendly off-topic, and the purpose of the tag was not to invite random off-topic... rather the purpose of it is to help classify such conversations so that people can select it and ignore off-topic if they want to.
The ignore functionality isn't done yet though, so adding the tag may have been premature.
