How do I count the triplet in the right hand on bar 23?
Well...the measure is badly written. Both the treble and bass clefs have 4 beats, but they weren't aligned properly. Also, it is not part of the original song (or at least, not to the version I heard on youtube). I don't think this is what the arranger intended, so don't feel bad rewriting it. One option is moving the triplet marking to the left (starting on the eight-note rest, ending on the 2nd eighth note) and then change the tied C to a quarter note C. 1-and-a-2-and-a-3-and-a-4-and-a.
I also noticed that there seems to be a misplaced rest on bar 36
It looks misplaced, but it may have been on purpose, to emphasize that the bass voice (the lowest voice that moves in half notes, and not the tenor-range chords in the left hand) is silent for two beats there.
