Is there a way To tell if a thread has any new posts since you last viewed it?
Yes, normally threads with unread messages are bolded and have a number showing how many messages are unread. If you click on a thread it should automatically scroll down to the first unread post. Also, any discussion you reply to is added to your followed list and you get notifications when someone replies.
One other thing to remember: The discussions page is not always automatically updated from whatever the browser holds in its cache. So if you're checking to see if there has been a response to a particular inquiry, it's best to refresh the page. (That's been my experience, anyway.)
If one is viewing a thread with new replies since one last viewed it, when you click on the link to that thread should it jump to the new replies? When I do this it seems to jump to the beginning of the thread?

It should jump to the new replies . I don't think it has anything to do with cookies, because it also works when I come back to a thread from another device. Does it even happen when you are logged in?
Alternatively, you can "Follow" a thread.
In this case, you get notification at your bell icon at the forum header.
